For Union Pay cards (e.g., RSKHB), it's possible to withdraw cash from ATMs (like Woori Bank) and then use the cash to load the Wowpass.

Card top-ups from the app are capped at 1 million KRW per month. Visa cards may require PayPal for top-ups, which can be restricted for certain nationalities. Mastercard is generally more compatible. Physical card insertion into terminals is a reliable method. For those without a physical card or facing international card issues, consider using local payment methods or services that facilitate purchases if available.

However, availability and compatibility can vary. Airport terminals may have different currency policies for top-ups; Incheon Airport (ICN) generally requires KRW for top-ups at WOWPASS machines, although some machines might accept USD. It's best to check the specific machine or airport information for current details.

If the 'Register' button remains inactive, try changing the region settings to Russia and disabling VPN. Wowpass is an offline payment card, not a wallet for external cards; it can be topped up at kiosks using cash or UnionPay.

Some Russian bank cards, like those from RosSelkhozbank, may be functional. If app top-ups fail, locate a terminal. The exchange rate used at terminals aligns with the app's rate, which can be more advantageous than local exchange offices, especially when exchanging older US dollar bills.

Kiosks are not explicitly marked in the app; users rely on photos of the machines to identify compatible ones. A known location is AK Plaza in Hongdae. Standard commission is ~2,000 KRW per 50,000 KRW deposit.

Look for ATMs that specifically offer card-to-card top-up functionality. It is often available at locations like Gangnam Station, Lotte Department Store near Myeongdong, and potentially at train stations.

When using the kiosk, select the credit card payment option instead of cash. This provides a digital-friendly way to load the card without carrying physical won notes.

The standard top-up fee is 12,000 KRW. Cash remains the most reliable fallback option.
